Phalen Leadership Academies

Phalen Leadership Academies is a nonprofit school management organization with over 22 schools across the country in Alabama, Indiana, Ohio, Michigan, Missouri, and Washington D.C.

Emerging as one of the most diverse and impactful leaders in school transformation,  we work to create high-quality schools, better learning experiences, and a culture of accountability that supports student achievement.

Academic Instruction that Closes the Achievement Gaps for Children in Underserved Communities

Summer Advantage USA

Summer learning loss is responsible for declines in academic development among all children.

Summer Advantage USA is a summer learning model that has proven to raise student growth by offering rigorous, research-based academic instruction in the morning and a wide variety of hands-on enrichment classes in the afternoon.

Skilled US is a free workforce development program that supports adults as they strive to learn more and earn more. We provide life and soft skills development, 1:1 mentoring, and wraparound services for up to a year after graduation to ensure your success.

Our mission is driven by a passion for your success. With that in mind, we provide support to and through our program as well as for a year after training to ensure you are successful.  

Skilled US’ educational experience is “no strings attached” and is tailored to anyone who is 17 and older and is currently earning less than $45,000 per year. Our aim is to lift you up through skilled training to increase your earning potential.

Our Story: Beating the Odds, Transforming Lives:

Born with the odds stacked against him, PLA CEO and Founder Earl Martin Phalen, a Black male, was adopted by George and Veronica Phalen during the civil rights movement in the 1960s. They instilled in him a passion for education and social justice. Inspired by his journey, Earl has dedicated his life to empowering underserved children through innovative educational programs.

The Facts

State Assessment in ELA Increase in Score – Ohio

Kids Care Elementary first partnered with PLA in the school year 21-22. In just 3 years, KCE has increased their % of students scoring proficient on the state accountability assessment in ELA by 14.3% – going from 22.5% in 21-22 to 36.8% in 23-24.

Math Scores Increased

Since 21-22 KCE has increased their math proficiency by 31.6%, going from 7% of students scoring proficient to 38.6%

PLA Network Doubled Proficiency Gains in Math

Since the COVID dip in proficiency during the 2020-2021 SY, as a network, we have now doubled our proficiency gains in MATH.

State Accountability Assessment – Indiana

Higher Institute of Arts and Technology increased their proficiency dramatically in school year 23-24 with a 9.9% increase in ELA and a 4.5% increase in math on the state accountability assessment

PLA School Sets the Bar

HIAT’s 9.9% increase on ELA Proficiency was by far the highest increase of surrounding charter schools and public districts

    • Of the 5 surrounding schools/districts the next highest increase on ELA was .4% while the 4 remaining districts decreased in proficiency from 22-23 to 23-24
    • The next highest district increased by 1.24%

PLA Schools in Indianapolis Above Normal Growth

On the 22-23 Indiana state assessment, PLA’s schools in Indianapolis outperformed the state in the percent of students showing normal or above normal growth for both math and English language arts

ILEARN State Assessment – Indiana

TBLA scholars have outperformed Gary Community Schools in the percentage of students scoring proficient for both subjects on the ILEARN state assessment for the last three years.

Achievement Gaps Closed

TBLA saw high growth on NWEA MAP for Math in 23-24

  • On average students made 128% of their projected growth in Math
    • Meaning if a student was expected to grow ten points from the beginning of the school year to the end on average they grew 12.8 points
    • Growing more than projected is how the achievement gap gets closed year over year.

Exceeded District Average in Math – Indianapolis

Economically disadvantaged scholars exceeded the district average by 1% on the 2022 Math state assessment
